911 Internal use Priority Codes
and what they mean
0 = Critical
Any
incident which poses danger to life of an officer.
1
= Immediate
Other
crimes appearing imminent, in progress or which have just
occurred. MAJOR disturbances including those with weapons,
serious injury accidents, silent alarms and prowlers.
2
= Urgent
Altercations
or actions which if not policed quickly would or could
develop into more serious or major proportions; incidents
where-in there is a threat of violence, injury or damage to
property
3
= Prompt
Investigations or minor incident type complaints in which
response time is not a critical issue
4
= As available
Mischief or nuisance type complaints such as snow-balling,
fireworks, etc. Dispatched after all other higher priority
calls have been assigned.
Reporting Suspicious Circumstances
Definition of a suspicious circumstance: those
circumstances in which there is an indication that a
criminal activity has occurred or is about to occur, but in
which the caller him/herself has not observed enough to
factually verify.

location as where the activity is occurring. If you would
like contact from an officer regarding this activity, you
must be within the city limits.
b.
Time lapse. Our response can be based on whether this crime
happened 5 minutes ago or 5 hours ago.
c.What
EXACTLY is the suspicious activity? Any suspect information
you can provide will be helpful to the responding
officer.
d.
Weapon information
Reporting Prostitution Activity (occurring now)
Definition of prostitution (vice) activity: Offering to
perform or participate in a sex act for compensation,
agreeing to pay compensation for the performance of or
participation in a sex act, and obtaining a prostitute for
a customer.
2.What
does the police department need to know when you
call?
a.
Your EXACT location.
This may not always be the same location as where the
activity is occurring. If you would like contact from an
officer regarding this activity, you must be within the
city limits.
b.
Time lapse. Our response can be based on whether this crime
happened 5 minutes ago or 5 hours ago.
c.
Is the subject flagging down vehicles, approaching
pedestrians, both, what exactly are they doing?
d.
Specific description of subject, we will ask this in a
specific Order (race, age, build, hair, clothing top to
bottom, outside to inside). If vehicle associated, we will
need that description (color, year, make, body,
accessories, license)
Reporting Property Crimes
Definition of a property crime: the deliberate destruction
or damaging of property belonging to another person. If the
damage is known to be accidental or without intent, it is
not a crime and therefore, not investigated by the Police
Department. Reports are only taken as property damage when
it is the sole occurrence or offense, not when it is the
result of another crime or more serious incident.

occurred. To report a crime, you must be in the city
limits.
b.
Time lapse. Our response can be based on whether this crime
happened 5 minutes ago or 5 hours ago.
c.
Suspect information. Any information you can provide
regarding the suspect will be helpful to the responding
officer.
Phone Reports
You may be asked if you are willing to do a phone report.
We take property reports over the phone when:
Total loss and damage combined is less than $1500 – vehicle
prowls, $500 – property damage Unknown suspect information
No evidence was left at the scene
This report is what an officer would take in person. Your
report will be submitted to the records department, and
forwarded to the appropriate detectives for follow-up.
Reporting Noise Disturbances
Definition of a noise disturbance: Excessive noise
occurring outside or inside.

a.
Your EXACT location.
This may not always be the same location as where the
activity is occurring. If you would like contact from an
officer regarding this activity, you must be within the
city limits.
b.
Would you like contact by an officer? Would you like that
contact to be by phone or in person?
c.
Do the people involved in the noise disturbance have a
permit? This does not constitute an exception to the Noise
Ordinance; we need to know this for our records.
Reporting Narcotics Activity (occurring now)
Definition of narcotics activity: Activity in which a
person(s) are in possession of narcotics (controlled
substances). They may be engaged in the intake of these
substances, or engaged in the activity of selling
narcotics.

like contact from an officer regarding this activity, you
must be within the city limits.
b.
Time lapse. Our response can be based on whether this crime
happened 5 minutes ago or 5 hours ago.
c.
Is this occurring outside or inside a premise? Officer’s
are sometimes limited in their rights to investigate
activities going on inside premises.
